From what I can tell it’s just because Ropsten testnet miners haven’t upgraded yet and are still mining the old version. The date was communicated more than the block number, making people think they had more time. Hash rate went up so more blocks were mined.

Once the majority of the hash rate has switched over to Istanbul, the new chain will take over.
